DCS sign in page not working

We are implementing DCS and followed this documentation :

We also enabled the additional feature to use the dcs login page following this documentation:
https://docs.oracle.com/en/cloud/saas/fusion-service/faids/enable-your-own-sign-in-pages.html

Upon testing, the username and password of our registered user does not work. We have ensured that the username and password we are using are correct but still it fails.
