Job code validation on local and global transfer page

We have a requirement in our project where we want to validate the Business unit and Job selected on the local and global transfer page. User should get an error when they select the particular BU and Job Code combination.

We have configured the exact same requirement on Promote and Change position & Change Assignment pages and they are working as intended. However, when we build this for local and global transfer page, it does not work. Is it possible and are there any similar requirements you have achieved through VBS validation?
