Scheduling cannot be done because work center resources are not assigned to shifts

Summary:

1. We have all our resources assigned to 2 shifts in the work center (we have 2-shift workday pattern and all setups done as recommended)
2. The resource is assigned to work definition with scheduling = Yes
3. In spite of resource assigned to shifts, we are still getting the below message when creating standard work order. The Non standard work orders are created ok

How do we fix this, the calendar setups all look ok. One observation is that the resource calendar hours are not seen populated . We successfully ran 'Create Facility Schedules Setup Data'
