is there a filter for Reporting Manager?

Summary:

in user and role when under resource information there is reporting manager

we are trying to add one user that is already exist in the system but i can't see it in the list.

just wondering if this field has a business logic or filter, reason why we can't see an active user that we wanted to add as reporting manager
