Why Are TEST and PROD Behaving Differently after Adding Workforce Confidential Reporting Data Duty

We have an urgent issue that we are looking to resolve. A team member informed us that she's unable to view Person Real Time subject areas details like emergency contact details shown in the Team Member Contact Information Report in PROD. We added the Workforce Confidential Reporting Data Duty role. We added the duty role in the efet-TEST and had her confirm that the data was now visible in the environment. However, upon migrating this to PROD, she is still unable to view the report data.

Is there anything you could think of? Is there any reason why TEST and Prod are behaving differently?
