When I export the worksheet through Manage in Workbook it does not pull all records

I am proxied in as the top leader and trying to export All Workers through Manage In Workbook but the number of records pulled into the worksheet does not match the number of eligible employees, by a difference of 480 people.

So, eligible employees in plan = 45,954

Export and the number in the summary still shows 45,954 however, the number of records below = 45,474
