Percentage of eligible salary not working as expected

Summary:
We have two types of salary basis (base pay, and base pay + rate % ) used in Core HR, and as such we've created a dynamic calculation on the eligible salary to calculate based on the salary basis.
However, when starting or refreshing the plan, the percentage of eligible salary is defaulting to % increase applied from the dynamic calculation for workers with that type of salary basis.
The evaluation order of dynamic calculations are evaluating the eligible salary first, then the compensation amount, but percentage of eligible salary (which does not have any dynamic calc) seems to be impacted.
Any help on this one would be great.
