Account recovery — need to change registered email (lost access to old Gmail)

Hello — I forgot my Oracle Cloud account password and I no longer have access to the registered Gmail account because Google deleted it. I can’t receive password reset emails. I still have my phone number, authenticator app, and bypass code synced to the Oracle account. How can I change the account’s email address to my new Outlook address so I can recover access? I need help recovering my Oracle Cloud account because I lost access to the registered Gmail address (Google deleted that account). I cannot receive password reset emails. I
