Cannot edit user name in Redwood Manage User Account page

We are attempting to activate the Redwood version of the Manage User Account page, however the edit function in the User section is greyed.

Our custom roles already have the PER_MANAGE_USER_ACCOUNTS_DATA and PER_MANAGE_USER_ACCOUNT_PRIV privileges and I could not see a way of enabling this in VBS.

Is anyone able to advise?
