Custom link is required in Pending workers' reminders due to using SSO to login to HCM

Summary:

Need to use a custom link to direct Pending workers to login to Oracle HCM via OCI AIM (SSO account).

BUT:

We cannot use BI Publisher for Reminders as it is not possible to customize it with a customer link.

We cannot use Alert Composer for Reminders as if we change it, it will impact all the other journeys' reminders.

We cannot use Nudges as they don't apply to Pending workers.

We seems not be able to deliver a simple requirement to send a reminder notification to Pending Workers with a custom link.

The custom link is required to Pending workers to use SSO to login to Oracle Cloud HCM.
