HDL error when trying to load skills present in Non-Library Catalog

Hi All,

We are trying to load skills into Item Catalog through HDL. We get an error when trying to load skills that are already in Active status in another catalog. The same error we get through UI as well.

When we try to add a skill that is present in the non-library catalog through UI, it does not error out as the skills in Non-Library catalog are uncurated skills with no "Active" status.

The same non-library skill when we try to load through HDL, throws an error similar to the one that we get for Active Skills. Is there a way we can load skills that may be present in non-library skills to other catalogs? Or update the catalog name through HDL?
