Send email notification with lead assignment in Salesforce

Summary: In the Classic Sync between Eloqua and Salesforce, the external call to create a lead has 2 options, Trigger Default Lead Assignment and Send Email Notification. In the new Cloud-based Sync between Eloqua and Salesforce, the Send Email Notification is removed. Does it mean that sending email notification to the default owner is not controlled by Eloqua? There has been a problem with the sending of the email notification in Salesforce. The email was not sent out consistently and SFDC admin asked if Eloqua has anything to do with the email sending.
