Ability for helpdesk agents to associate the tags to the Helpdesk request

As per Oracle document, 'Create Tag' privilege will allow the agents to create the tags on the spot. And if this is removed, it will still allow the agents to associate the existing tags to the Helpdesk requests. We have removed the 'Create Tag' privilege from Agents custom role. Agents are unable to see the 'Tags' Section at all in Edit Details Page.
Is this a bug? Please assist us on how we can enable agents to give the permissions to only associate the existing tags and not create their own tags.
