Is it possible to make the workforce Compensation worksheet opens as Sequential to the managers?

Hello,

I have created Workforce Plan for Calibration, It's hierarchy as (Primary Manager Hierarchy) so if the employee has 5 levels from managers the worksheet opens from all managers side at the same time,

So, is there any way to let the worksheet opens Sequential from the first level then after submitting his Rating the sheet opens from the second and so on.

Since I have noticed that For example if the third level opens the worksheet before the second level and submits his worksheet when the second level opens the sheet he will find it No Updates Allowed.
