How to populate iby_external_payers_all via REST/SOAP

Hi all,

Is there an explicit way to populate iby_external_payers_all via REST/SOAP?

We have reviewed fscmService/PayerDetailServiceV2?WSDL but it doesn't appear to have a create (or similar) operation.

is this potentially populated as part of another API.

We have noticed that iby_external_payers_all is populated when create a Receipt Method via the UI but unfortunately it is not created when calling the

receiptMethodAssignments api.

Please note this is payers and not payees.
