Segregate learning access in learning actions

Hey,

I am currently working on a requirement where the customer need to separate learning actions for Department Admins.

This group should have permission to assign learning to everyone in the organization, but should only be able to view learning assignments related to learning items they assigned plus learning assignments from people under their department.

Is there a way to separate the access like this? I tried to set up security profiles in many different ways but was unable to get a solution.
