Restricting access to HR Hires information

We currently have our background check, assessment and reference check integrated with Taleo and would like to know how other companies are restricting access to this information for a new hire in HR. Currently, our Professional Recruiter handles the hiring process, but anyone can go in and get this information.

Any suggestions would be appreciated.
