migrating a rule in EPCM?

Just to confirm — there's no way you can migrate a single or multiple rules between environments in EPCM, correct?

I found the below posting about PCMCS, which recommends copying a rule to a POV and migrating that, In EPCM that's not possible, so is the workaround to create a Model for these rules, copy the rules to a model, migrate the model, then copy the rules from one model to another?
