Regular requester not able to update price on item on requisition oracle cloud

Summary:

We have a regular requester (without the Advanced Procurement Requester role) who is creating a requisition. However, the Line Price field is not editable — the requester is unable to update the item price.

can anyone guide here if any privilege is missing? other than advanced procurement requester role as we don't want all requester to be

advanced procurement requester
