No employees showing under request feedback for HR specialist

I have enabled feedback for a client and updated their custom role with the relevant proviliges. However the HR specialist can view workers in their DSP under the feedback centre quick action,

however in the request feedback quick action none are showing?

Any ideas why this would be?
