What is the source of USPT_CATCHUP_LIMIT_401K used in WSA_GET('USPT_CATCHUP_LIMIT_401K', 0)?

in Payroll and Global Payroll Interface (GPI)

I have the following line in my Fast Formula: US_401K_EE_CATCHUP_LIMIT = WSA_GET('USPT_CATCHUP_LIMIT_401K', 0). This is returning a value of 0 for some employees. Is there a way to find out why it's returning 0 for those employees?
