Fast formula to determine action type

Summary:

We are required to develop an eligibility based on the action code.

The Fast Formula should check the offers are created for which action type when doing the Move to HR action.

Example: an offer is created for promotion. Once the offer has been approved and accepted, the 'Move to HR' action is performed. At this point the formula must validate of the action was promotion.

If anyone has worked on a similar requirement or formula, could you please share what approach worked for you?
