FCCS: Can't lock period for new entities in not started status?

Our system has periods from Dec FY16 through 2025 at the moment. I have everything locked up until Nov FY24 at the top total geography level. However, when I try to lock Dec FY24, I'm getting the error "Failed: Entity or its descendants not locked for previous period". However, everything is locked for the previous period Nov FY24. Has anyone run into this issue before?
