Referred candidate resume missing

We have agencies submitting candidates, and have screen shared with them to validate they are actually loading the resumes and documents to the attachments on the candidate. But when they add them to the requisition as a prospect, our recruiting team can not view the documents.

I have done this in our test instance, loading both PDF and Word documents and it works fine as a agency person. But we continue to see issues where documents are not showing up. We have cancelled and restarted both of these processes without success.
