How are latitude longitude from timecards are transformed to calculate tax in USOPTE

Summary:

We have a new client where we are using new Oracle Payroll Tax Engine. Work locations will be overridden in Time cards if employees are working from different locations than their assigned work location. Override can be done either via longitude/latitude or by postal code on time entry systems and brought over in OTL time card. override locations are not setup as locations hence either all details for county city and state would be populated or longitude and latitudes on time cards.

How will OTL and Payroll be able to translate these longitudes and latitudes to get the tax jurisdiction in new USOPTE engine, would it translate these using geography tables on its own or is there a transformation that needs to happen in OTL for correct payroll taxation before importing them in payroll.
