Delete option in redwood Absence and Entitlement page

Summary:

We have one more requirement to restrict this delete option for a set of users, for example for timekeeper and enable the option for time admins. Right now the delete option is enabled for both Time Admins and Timekeepers. Is there any way to achieve this?

Also, is there any way we can restrict that we can only delete future dated absences and not past dated.
