Create an approval workflow based on a specific license or certification added to a talent profile?

We have a requirement to create an approval workflow when a specific license or certification is uploaded into a employee's talent profile to go to a specific approval group. Our testing has shown that we can create a workflow for all Licenses or Certifications, but not for a specific license or certification.

•   Configure Approval Rules: Go to Tools > Transaction Console, click the Approval Rules tab, search and select the "Approve Talent Profile Update" task, then click the Configure Rules icon to modify the approval rule set.
