Suggested Candidates feature greyed out

We are trying to enable the Suggested Candidates feature but only Time to Hire is appearing to be enabled.

While following the documentation - Set Up Matching Features: Suggested Candidates, Similar Candidates, Similar Jobs, Recommended Jobs - there is one step that is not visible on the tool - in Manage Administrator Profile Values there's no possibility to set the profile value at the Site level to Y.

Although, in the previous step, in Manage Profile Options, we already set the profile option level to Site.

Can anyone that already enabled this feature help out? What am I missing to implement this feature?
