Expenses Audit Conditios

We have a requirement to setup expenses audit rule with following condition-

  1. 100% of personal expenses marked in credit card expense reports to be selected for audit, ensuring compliance and visibility.
  2. 100% of Cash expenses to be picked up for audit.

How can we achieve this? Given that the client wants to use only one template for cash and card expenses.
