Employees and Managers can always delete performance goals

Hello experts,

we have massively assigned a goal plan where HR, manager and employees can manually enter goals. However, if we change the goal plan setting by allowing just HR Specialist to make changes, line managers and employees cannot edit or add new goals as expected but they can always delete them after this setting. Is there a way to prevent this behavior or nothing can be done?
