Manager cannot see direct reports when trying to complete a quick action

Summary: We have a manager who cannot see her direct reports when trying to complete a quick action by going to My Team > Show More > and selecting a quick action like Change Manger. However, she can see her direct reports in the Team Activity Center (My Team > Team Activity Center). She should be able to see her direct reports by using either path.

We have logged in as a few managers and none of them have this issue, but we have no idea if there are other manager records having the same issue. We are still in a test pod and not in production.
