Ability administrator to view and download completion certificate

Currently, for auditing purposes, when an employee takes a course outside the company, they are required to upload the certificate of completion, diploma, or transcript.

To complete an external course, students must upload the diploma or transcript certifying that they have completed the course to the system.

In Redwood, students can upload their diploma from the course, under the View Details option. We need to know how the training administrator can view and check that the diploma is correct in order to mark the course as completed.
