Compensation change statement visible for all the employee regardless of eligibility.

Summary:

When downloading the compensation change statement in bulk, the system processed compensation change statement for all employees, regardless of their eligibility. When compensation change statement are downloaded individually, this does not happen, the letters are not even visible for those who are ineligible.

Is this a Functionality? How can we restrict it in rtf template or there is some other workaround for this?
