Not able to Move Candidates in Bulk to Rejected State

We are experiencing issues when attempting to move multiple candidates/job applications to a different phase or state within the requisition. The batch process results indicate that all records selected for the move are unsuccessful.

We also attempted to move candidates who are in the same phase and state, but the process was still unsuccessful. In some cases, the list of values for phase and state does not display any options when initiating the move.
