Reporting and Analytics Access Setup - New Client

We are a relatively new Taleo Resourcing product client.  We are trying to establish full report "author" Business Objects access, i.e. can create new Web Intelligence Documents, Analytics, Tiered Dashboards and Advanced Analytics for our report developers.

 

Currently we only have "view" access to existing reports and our Sys Admins apparentlt do not have the rights to assign the author role access.

 

Can someone please let me know what steps need to be taken to get this role/access setup and assigned.
