How can we setup a dynamic payroll costing in case of multiple legal entities

Scenario:

We have a multiple legal entities, some employees working in A legal employer but there payroll will process transfer from different legal entity. Such scenario we can manage through element eligibility but want to manage dynamically using fast formula.
