Repeat Promotion not showing up in Future?

Looking for some help. I have setup a decomposition group for a promo measure, but when input promo lifts in the history for the same weeks. Week 8 FY23 and Week 8 FY24, the future forecast Week 8 FY25 shows no lifts? I confirmed there was no smoothing of History given the Decomposition group. Why would the model not replicate the lifts into the future? What am i missing?
