Page created from Page Integration using Sandbox Is not reflecting in the Navigator

We created a page using Page Integration tool using Sandbox and are able to see under structures to move. But Its not reflecting under Navigator or Springboard. Without publishing or with publishing also , its not visible. What could be the reason and how to debug the same.
Please note its been marked as Yes for option "visible in Navigator".
