Change Election functionality is missing in Redwood UI BAC

Summary: Benefits administrator is unable to change elections similar to RUI. the scenario is that administrator has to remove aging out Child and change elections tor employee and this is missing in BAC. is there a way to update as Benefits Administrator? please advise. Thank you.
