How allocation percentage will work for sourcing rule through salesorder

Summary:

How allocation percentage will work for sourcing rule. What are mandatory setups.
I have created allocation percentage for supplier1 60% rank1 , supplier2 40% rank1

I have created multiple sales orders with quantity 100, all the sales order created requisition with supplier 60% only.
Not sure why its not splitting the sales order line or creating order line for supplier 2(supplier2 setup is correct)
