How do you ensure an applicant speaks English - and hasn't had help completing the application?

First time posting on the Exchange, but I'm hoping for help from production/plant/hourly hiring facilities regarding their application process. We are starting to deploy Taleo to our U.S. production facilities where there is frequent hiring of hourly labor, both skilled and unskilled. While gathering feedback related to deployment, our West coast locations in particular (CA) are extremely concerned about having the application process moved to an online format.
Their current process is to open for applications for one day only when a job need is identified; all potential applicants go to the plant and fill out a paper application in a test-like environment (complete silence, applicants sit at desks and complete the application alone.) The main concern of the HR staff for these locations is that the applicants are fully competent English speakers - they say that having the applicants go through the application process in front of HR staff is the first step in ensuring the applicant can speak, read/write and comprehend English, which is a strict
