Summary:

Package Refresh fails with error post migration of the NRCS report from Test to Prod while the POV or Prompts did not change, we get this error during refresh of report reference doclet.

"Errors: The latest version is not compatible with the version in the doclet. The report's POV or Prompts may have changed which prevent a snapshot from being generated. The doclet will continue to use the compatible version until the incompatibilities have been resolved or a new report is assigned."
