Ranking Agencies

We have 100 agencies and 50 of them are considered 'premier'.  Our users want us to indicate which agencies are premier so that the agents in these agencies will be posted to first.  The only way I could think of to do that is to add 'Premier' to the agency name.  Has anyone been asked to do something like this?  If so, how have you handled it?  Thanks
