benefits activity center search returning duplicate rows

Summary:

when we search we get multiple rows in Benefits Activity Center. The employee has one Pending InActive record and one Active Employee No Payroll record. While the Benefit Administrator searches for this EE# it brings in twice the Active No Payroll record in the results set.
