A DFF will be dependent if there's no data entered in the attendee policy

Summary:

We have enabled the attendee policy in one of our expense type. We have also created a DFF but we would like the DFF to be only shown when no attendee is selected or when we did not enter any attendees in the attendee selection. Is this possible?
