How to control partial pick of item in Sales order

Summary:

The requirement is for specific customer the Order management User has to decide whether to pick the Qty in full or in Partial way.

The attribute "Allow Partial shipment of lines" is not working when kept as 'No' .

The only way is to set the Allow partial pick as No in Picking Rule.

Can this be controlled at the sales order level?
