Restrict Employees from submitting Individual compensation plan Options

Summary:

Hi Team

We have use case , where we need to restrict employee from submitting individual compensation plan with all available options at a time . Below is the example

We have one ICP plan with two options as above . We should stop employee from adding ICP with both options at a time . Employee should submit ICP with only one option per day .He/she should not be allowed to submit ICP with both options in a day.

If this can be restricted using fast formula ? please help
