Why do I get the 'Salary Validation Failed' error during the Transfer comp to core HR data process?

When running the 'Transfer Workforce Compensation Data to HR' process I'm getting multiple records erroring with message 'Salary Validation Failed'. What causes this?

What does the Salary Validation' error message mean & what causes it? Currently we're having to load the new salary records using a Salary.dat HDL file, but we'd like to know what causes this error in the first place so we can try & correct our set up/or data to prevent these errors.
