how to restrict access to payroll setup data

in Payroll and Global Payroll Interface (GPI)

We have requirement to restrict access of payroll setup data based on payroll statutory unit. Example person who has created calculation value definition or rate definition is part of London PSU, person who is not part of London PSU should not able to see calculation value definition or rate definition created by person is part of London PSU.

Is this can be achievable using functional setup in security profile?
