Default Primary Ship to address on Customer to the Sales Order

Hi Team

we have observed that when a sales order is created, the Primary ship-to maintained on the Customer is not being defaulted rather we see the Address with "PRIMARY_PER_TYPE" as Y is being defaulted

Our business requirement is when user creates an order from UI, default the address to Primary ship-to and user will have an option to override the ship-to address. For the Orders coming from External sources we can maintain the logic in Middle ware to derive the Primary Ship-to.

While evaluating the options, we could see that writing an extension would be one of the options but, Manual override of ship-to would be overridden with primary address. Could you please suggest if there exists a way to figure out this
